The Zonal Controller of the Federal Fire Service, Zone J, Sokoto, CF M. I. Umar, on Wednesday, 28 January 2026, delivered an in-depth lecture on the Performance Management System (PMS) to officers and men of the Zone, as part of ongoing efforts to enhance professionalism, accountability, and effective service delivery within the Service.
The sensitisation programme was aimed at deepening participants’ understanding of the Performance Management System as a strategic framework for improving individual efficiency and overall organisational performance across the Federal Fire Service.
In his address, the Zonal Controller explained that PMS is not merely an annual appraisal exercise, but a continuous and structured process designed to align individual roles and responsibilities with the core mandate and objectives of the Service.
CF M. I. Umar noted that the Performance Management System is anchored on key elements such as goal setting, performance planning, continuous monitoring, appraisal, feedback, and capacity development. He emphasised that clearly defined and well-communicated performance targets enable officers to understand expectations and deliver their duties more efficiently.
He further highlighted discipline, punctuality, teamwork, and strict adherence to standard operating procedures as essential performance indicators under the PMS framework. According to him, effective performance management promotes transparency, fairness, and merit-based recognition, while also helping to identify training needs and areas for improvement.
The Zonal Controller also outlined the respective roles of supervisors and subordinates in ensuring the success of the system. Supervisors were tasked with providing objective assessments, timely feedback, and mentorship, while officers and men were encouraged to take responsibility for their performance, pursue self-development, and demonstrate commitment to service excellence.
The lecture underscored the importance of PMS to career progression, organisational growth, and improved emergency response outcomes. CF M. I. Umar urged all personnel to fully embrace the system as a pathway to building a more responsive, professional, and result-driven Federal Fire Service.
The interactive session allowed participants to ask questions and seek clarification on performance evaluation processes and expectations. The training concluded with a call for collective responsibility in sustaining high performance standards across Zone J.
