Federal Fire Service Launches Nationwide Performance Management Reform Initiative
The Federal Fire Service (FFS) has launched a comprehensive Performance Management System (PMS) training programme aimed at enhancing institutional accountability, service delivery, and operational efficiency across the Service.
The initiative follows the recent inauguration of the PMS Committee by the Controller General of the Federal Fire Service, Olumode Samuel Adeyemi, in Abuja. The Committee is tasked with training and mentoring Heads of Departments, Zonal and State Commands, as well as selected technical staff nationwide, in line with ongoing reforms across the Service.
Addressing participants during the launch, the Controller General highlighted that the programme forms part of the PMS bond contract jointly signed by the CGF, Deputy Controller Generals, and Directorate heads with the Ministry of Interior. The programme is designed to entrench a culture of measurable performance, professional discipline, and operational transparency within the Service.
Coordinated by the Policy, Planning, Research, and Statistics (PPRS) Directorate under Deputy Controller General Ijeoma Achi Okidi, the training adopts a “Train-the-Trainers” model, enabling senior officers to cascade PMS principles and practices to all levels of the Service.
Participants are being trained on performance planning and appraisal, target setting, Key Performance Indicators (KPIs), reporting templates, performance monitoring and evaluation, digital documentation, reward systems, feedback mechanisms, and organizational learning.
The training also emphasizes alignment of departmental outputs with the Service’s statutory mandate, focusing on fire prevention education, emergency response, rescue operations, inter-agency collaboration, and public safety regulation.
The programme further identifies the need for ongoing capacity building, standardized tools, digital support systems, and periodic performance reviews to ensure the reform achieves maximum impact.
The Federal Fire Service reiterated that the PMS initiative is a core pillar of its modernization agenda and reflects government policy on results-based public service. Once fully implemented, the system is expected to strengthen operational efficiency, reduce lapses, enhance accountability, improve staff productivity, and elevate public confidence in the Service.
