PSC Transitions to Performance Management System as Chairman Declares Staff Training Open, Labels APER Obsolete and Ineffective

The Chairman of the Police Service Commission (PSC), retired Deputy Inspector General of Police (DIG) Hashimu Argungu, mni, on Wednesday, 27th August 2025, declared open a two-day training programme for staff of the Commission on the newly adopted Public Service Performance Appraisal System.

This event marked the Commission’s official transition from the old Annual Performance Evaluation Report (APER) to the more practical and efficient Performance Management System (PMS). According to DIG Argungu, the APER system was outdated and fundamentally flawed, lacking the capacity to fairly and accurately assess public servants.
