Without security, there can be no meaningful development, investment, education, economic growth or peaceful coexistence. Roads, schools, hospitals, industries and other infrastructure may be constructed, but their benefits cannot be fully realised where citizens live in fear and uncertainty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Nigeria, therefore, security must not be regarded as the exclusive responsibility of the Armed Forces, Police or other security and intelligence agencies. These institutions have the constitutional and professional responsibility to protect the nation, maintain law and order, secure our borders and respond to threats. However, the responsibility for national security belongs to all of us.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is why the principle that \u201cNigeria\u2019s Security Is Our Responsibility\u201d must become more than a slogan. It must become a national attitude, a civic duty and a collective commitment.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Understanding Security as a Collective Responsibility<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Security is much broader than the absence of war or armed conflict. It encompasses the protection of lives and property, territorial integrity, economic stability, food security, public health, critical infrastructure, cyberspace, national identity and the peaceful coexistence of citizens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The modern security environment is complex. Threats may come from terrorism, banditry, kidnapping, organised crime, trafficking in persons, drug trafficking, illegal migration, arms smuggling, cybercrime, communal conflicts, violent extremism, misinformation and other forms of criminality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Security agencies cannot be physically present in every street, village, farm, market, school, workplace and household at all times. The ordinary citizen is often the first person to notice suspicious behaviour or unusual activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consequently, an alert and responsible citizen can become an important partner in crime prevention and national security.<\/p>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li>The Citizen as the First Line of Security<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Every Nigerian has a role to play in protecting the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A citizen who reports suspicious movement, refuses to harbour criminals, protects public property, obeys the law, discourages violence and provides credible information to appropriate authorities is contributing to national security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Likewise, traditional rulers, religious leaders, community leaders, teachers, transport operators, business owners, farmers, students, professionals and civil society organisations all have important roles to play.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question should therefore not always be:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><em>\u201cWhat is the government doing about security?\u201d<\/em><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">We must also ask:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>\u201cWhat am I doing to make my community and my country safer?\u201d<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">This shift in mindset is essential.<\/p>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li>Intelligence Begins with Information<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">One of the most powerful tools in modern security management is credible information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Security agencies require timely, accurate and actionable intelligence to prevent threats before they become crises. Citizens are therefore important sources of community-level information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, there is a critical distinction between intelligence and rumour.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Responsible citizens should never spread unverified information through social media simply because it appears sensational. False information can create panic, provoke communal tension, damage reputations and even undermine security operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citizens should:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Verify information before sharing it.<\/li>\n\n\n\n<li>Report credible security concerns through appropriate channels.<\/li>\n\n\n\n<li>Avoid spreading inflammatory messages.<\/li>\n\n\n\n<li>Protect the identity of vulnerable persons and legitimate informants.<\/li>\n\n\n\n<li>Cooperate with lawful investigations.<\/li>\n\n\n\n<li>Avoid taking the law into their own hands.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Responsible information can save lives; irresponsible information can endanger lives.<\/p>\n\n\n\n<ol start=\"4\" class=\"wp-block-list\">\n<li>Border Security Is Everyone\u2019s Business<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">As a former immigration officer, I strongly believe that border security deserves special attention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nigeria has extensive land, air and maritime borders. These borders are gateways for legitimate travel, trade, tourism and investment. At the same time, they can be exploited by criminals, terrorists, traffickers and other transnational criminal networks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Border management is therefore not simply an immigration matter. It is a national security responsibility involving multiple institutions and stakeholders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Nigeria Immigration Service, Customs Service, Police, Armed Forces, intelligence agencies and other relevant institutions must work together through effective coordination and information sharing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Communities living around border areas also have an important role. They understand their environment better than outsiders and can often identify unusual movements and activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A secure border is not necessarily a border that prevents legitimate movement. Rather, it is a border that facilitates lawful movement while effectively preventing unlawful activities.<\/p>\n\n\n\n<ol start=\"5\" class=\"wp-block-list\">\n<li>Community Security and Vigilance<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">The concept of community security should be strengthened across Nigeria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Community members know their neighbourhoods, villages and local environments. They know strangers, unusual movements and activities that may not immediately attract the attention of formal security institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This does not mean citizens should become vigilantes acting outside the law. Rather, it means that communities should establish responsible relationships with legitimate security authorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Traditional institutions and community leaders can help to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Promote peaceful coexistence.<\/li>\n\n\n\n<li>Discourage criminal activities.<\/li>\n\n\n\n<li>Resolve disputes before they escalate.<\/li>\n\n\n\n<li>Encourage citizens to report threats.<\/li>\n\n\n\n<li>Support lawful security operations.<\/li>\n\n\n\n<li>Prevent recruitment into criminal and extremist organisations.<\/li>\n\n\n\n<li>Promote youth engagement and employment opportunities.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Security becomes stronger when the community and security agencies trust and understand each other.<\/p>\n\n\n\n<ol start=\"6\" class=\"wp-block-list\">\n<li>Parents, Teachers and Young People Have a Role<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">National security begins at home.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Parents have a responsibility to teach children values such as honesty, discipline, respect for human life, patriotism and respect for the law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Schools should also contribute to security awareness by teaching responsible citizenship, conflict resolution, digital responsibility and peaceful coexistence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our young people are particularly important because they represent the future of Nigeria. They must not be allowed to become instruments in the hands of criminal networks, extremists or individuals who exploit unemployment, frustration or social grievances for destructive purposes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Young Nigerians should be encouraged to acquire education, vocational skills, entrepreneurship and technological knowledge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A productive young population is an asset to national security; an abandoned and frustrated youth population can become vulnerable to exploitation.<\/p>\n\n\n\n<ol start=\"7\" class=\"wp-block-list\">\n<li>Social Media: A Security Tool and a Security Risk<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Technology has transformed the security environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Social media provides an opportunity for rapid communication and public awareness. However, it can equally become a platform for misinformation, hate speech, incitement, cybercrime, recruitment into extremist networks and the circulation of sensitive security information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every Nigerian using social media must therefore understand that digital responsibility is now part of national security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before forwarding a message, video, photograph or voice note, we should ask:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Is it authentic?<\/li>\n\n\n\n<li>Is the source credible?<\/li>\n\n\n\n<li>Could sharing it put someone in danger?<\/li>\n\n\n\n<li>Could it create unnecessary panic?<\/li>\n\n\n\n<li>Does it promote hatred or violence?<\/li>\n\n\n\n<li>Does it compromise an ongoing security operation?<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">The ability to use technology responsibly is increasingly becoming an important component of responsible citizenship.<\/p>\n\n\n\n<ol start=\"8\" class=\"wp-block-list\">\n<li>Security Agencies Must Also Earn Public Trust<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">While citizens have responsibilities, the security establishment must also recognise that effective security depends heavily on public confidence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citizens are more likely to provide information when they believe that their information will be treated professionally and confidentially.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, security institutions must continue to strengthen:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Professionalism;<\/li>\n\n\n\n<li>Accountability;<\/li>\n\n\n\n<li>Respect for human rights;<\/li>\n\n\n\n<li>Community engagement;<\/li>\n\n\n\n<li>Inter-agency cooperation;<\/li>\n\n\n\n<li>Confidentiality of information;<\/li>\n\n\n\n<li>Prompt response to credible reports;<\/li>\n\n\n\n<li>Training and capacity development;<\/li>\n\n\n\n<li>Modern technology and intelligence systems.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The citizen must see the security officer not merely as an authority figure, but as a professional partner in protecting society.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, security personnel must recognise that public cooperation is not a favour to the state; it is an essential component of effective security management.<\/p>\n\n\n\n<ol start=\"9\" class=\"wp-block-list\">\n<li>The Importance of Inter-Agency Cooperation<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">No single security organisation can address all of Nigeria&#8217;s security challenges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The complexity of contemporary threats requires a coordinated approach involving the Armed Forces, Nigeria Police Force, Nigeria Immigration Service, Nigeria Customs Service, intelligence agencies, correctional institutions, civil defence authorities and other relevant institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Effective coordination should include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Intelligence sharing;<\/li>\n\n\n\n<li>Joint operations where appropriate;<\/li>\n\n\n\n<li>Common training;<\/li>\n\n\n\n<li>Integrated border management;<\/li>\n\n\n\n<li>Joint risk assessment;<\/li>\n\n\n\n<li>Coordinated emergency response;<\/li>\n\n\n\n<li>Effective communication.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Security threats do not respect institutional boundaries. Therefore, our response must also transcend institutional boundaries.<\/p>\n\n\n\n<ol start=\"10\" class=\"wp-block-list\">\n<li>Government and Citizens Must Work Together<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Government has the primary responsibility to establish policies, laws, institutions and resources necessary for national security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, government cannot succeed alone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citizens must complement government efforts by obeying the law, paying attention to their surroundings, protecting public assets, rejecting criminality and cooperating with legitimate authorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, government must address some of the conditions that create vulnerability, including unemployment, poverty, weak institutions, inadequate infrastructure, poor access to education and unresolved communal grievances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Security is therefore both a law-enforcement responsibility and a development responsibility.<\/p>\n\n\n\n<ol start=\"11\" class=\"wp-block-list\">\n<li>Protecting Critical National Infrastructure<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">National security also includes protecting infrastructure that supports everyday life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Power installations, telecommunications facilities, roads, bridges, water systems, schools, hospitals, airports, seaports, railway infrastructure and government facilities are national assets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The destruction or theft of such infrastructure affects everyone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citizens must therefore reject the vandalisation of public property and report activities that threaten critical infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Government agencies, private companies and communities must also develop stronger systems for protecting essential facilities.<\/p>\n\n\n\n<ol start=\"12\" class=\"wp-block-list\">\n<li>Security and Economic Development<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">There is a direct relationship between security and economic prosperity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investors require a stable environment. Farmers require security to cultivate their land. Traders need safe transportation routes. Businesses need protection for their employees and property.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Where insecurity persists, economic activities decline. When economic activities decline, unemployment and poverty can increase, creating additional social vulnerabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, investing in security is not merely an expenditure. It is an investment in Nigeria&#8217;s economic future.<\/p>\n\n\n\n<ol start=\"13\" class=\"wp-block-list\">\n<li>The Role of Traditional and Religious Leaders<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Traditional rulers and religious leaders occupy influential positions within Nigerian society.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their voices can either promote peace or deepen division.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They should use their influence to encourage:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Peaceful coexistence;<\/li>\n\n\n\n<li>Respect for diversity;<\/li>\n\n\n\n<li>Reconciliation;<\/li>\n\n\n\n<li>Responsible citizenship;<\/li>\n\n\n\n<li>Protection of vulnerable persons;<\/li>\n\n\n\n<li>Rejection of extremism and criminality;<\/li>\n\n\n\n<li>Cooperation with lawful authorities.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Nigeria&#8217;s diversity should not be viewed as a weakness. Properly managed, it can be one of our greatest national strengths.<\/p>\n\n\n\n<ol start=\"14\" class=\"wp-block-list\">\n<li>Rejecting the Culture of \u201cSomebody Else Will Do It\u201d<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">One of the greatest obstacles to collective security is the belief that security is somebody else&#8217;s responsibility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A person sees suspicious activity and says, \u201cIt is not my business.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A community knows about a criminal hideout but remains silent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A witness refuses to cooperate because the matter does not directly affect him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A social-media user receives false information and forwards it without verification.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These seemingly small actions can have serious consequences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We must replace the culture of \u201cnot my business\u201d with the culture of:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>\u201cThis is my country, my community and my responsibility.\u201d<\/strong><\/p>\n<\/blockquote>\n\n\n\n<ol start=\"15\" class=\"wp-block-list\">\n<li>Security Without Vigilante Justice<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Promoting citizens&#8217; participation in security must not be interpreted as encouragement for people to take the law into their own hands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mob justice, unlawful detention, torture and extrajudicial punishment are unacceptable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citizens should report suspected criminals to competent authorities and allow due process to take its course.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A society cannot fight lawlessness by creating another form of lawlessness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our security must be firm, professional, lawful and respectful of human dignity.<\/p>\n\n\n\n<ol start=\"16\" class=\"wp-block-list\">\n<li>A New National Security Culture<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Nigeria needs a new security culture based on prevention rather than reaction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We should not wait until a school is attacked, a community is invaded, a person is kidnapped or infrastructure is destroyed before asking what could have been done earlier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prevention requires:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Early warning systems;<\/li>\n\n\n\n<li>Community intelligence;<\/li>\n\n\n\n<li>Effective policing;<\/li>\n\n\n\n<li>Modern border management;<\/li>\n\n\n\n<li>Intelligence-led operations;<\/li>\n\n\n\n<li>Inter-agency collaboration;<\/li>\n\n\n\n<li>Public awareness;<\/li>\n\n\n\n<li>Youth empowerment;<\/li>\n\n\n\n<li>Responsible media;<\/li>\n\n\n\n<li>Strong institutions.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The most successful security operation is often the one that prevents an incident from happening in the first place.<\/p>\n\n\n\n<ol start=\"17\" class=\"wp-block-list\">\n<li>A Call to Nigerians<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Every Nigerian can make a contribution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You do not need to be a soldier, police officer or immigration officer to contribute to national security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You can contribute by:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Being vigilant.<br>Obeying the law.<br>Reporting credible threats.<br>Rejecting violence.<br>Protecting public property.<br>Avoiding the spread of false information.<br>Promoting peace.<br>Teaching responsible citizenship.<br>Supporting legitimate security agencies.<br>Protecting your community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These actions may appear simple, but collectively they can make a significant difference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Conclusion<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nigeria&#8217;s security cannot be achieved by government alone. It cannot be achieved by the military alone. It cannot be achieved by the Police, Immigration Service, intelligence agencies or any other single institution alone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">National security is a shared responsibility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government must provide effective leadership, policies, resources and institutions. Security agencies must remain professional, disciplined, accountable and responsive. Communities must remain vigilant and cooperative. Citizens must obey the law and provide responsible support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Above all, we must recognise that Nigeria belongs to all of us.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The security of one community affects another. The security of one state affects the nation. The security of our borders affects our internal security.
