What began as isolated incidents of rural violence has evolved into a complex network of banditry, kidnapping, cattle rustling, arms trafficking and organised criminality affecting millions of citizens across several states.

The consequences have been devastating. Thousands of lives have been lost, communities displaced, farmlands abandoned, schools shut down and businesses forced to relocate. Entire local economies have been weakened, while fear and uncertainty have become part of everyday life in many communities.

Yet beyond the activities of the criminals themselves lies another challenge that deserves equal attention: the absence of a consistently coordinated and united response among political leaders, institutions and stakeholders across Northern Nigeria.

As insecurity continues to spread across state boundaries, it has become increasingly clear that fragmented approaches cannot produce lasting solutions. The time has come for Northern Nigeria—Arewa—to embrace a collective security vision built on cooperation, intelligence sharing, community participation and strategic leadership.

Banditry is no longer merely a law enforcement problem. It has become a threat to regional stability and national development.

The agricultural sector, traditionally the backbone of the Northern economy, has suffered enormous setbacks. Farmers in many communities now cultivate their lands under constant fear of attack. Some have abandoned farming altogether, leading to reduced food production and increased economic hardship.

Educational institutions have also come under threat. The abduction of students from schools and tertiary institutions has created anxiety among parents and weakened confidence in the educational system. Rural communities that once served as centres of economic activity now struggle with displacement, poverty and uncertainty.

The impact extends beyond economics. Insecurity has weakened social cohesion, strained relationships among communities and undermined public confidence in government institutions. When citizens begin to doubt the ability of the state to protect them, the foundations of governance become increasingly fragile.

This reality demands a new approach—one that moves beyond isolated interventions towards a coordinated regional strategy.

One of the most important lessons from the ongoing crisis is that criminals do not recognise political, ethnic or religious boundaries.

Bandits do not ask whether their victims belong to a particular political party. They do not distinguish between ethnic groups before carrying out attacks. Their operations cut across state lines and exploit every available weakness within the system.

A criminal group may establish camps in one state, recruit members from another, receive financial support from a third location and attack victims elsewhere. Such networks are mobile, adaptive and increasingly sophisticated.

Unfortunately, government responses often remain fragmented. States frequently develop independent security strategies, while criminals exploit gaps in coordination by simply relocating to neighbouring territories.

The North cannot continue fighting a regional threat with isolated state-based responses.

What is required is a comprehensive Northern Security Compact capable of integrating the efforts of federal institutions, state governments, local authorities, traditional rulers and communities into a common framework.

A major obstacle in the fight against insecurity has been the tendency to focus on assigning blame rather than finding solutions.

Governments blame inadequate resources. Citizens accuse security agencies of inefficiency. Political actors accuse one another of negligence. Communities complain of abandonment, while institutions point to operational challenges.

Although many of these concerns may be legitimate, they do not by themselves solve the problem.

Every moment spent trading accusations is a moment that criminal networks exploit to expand their operations.

The fundamental question should no longer be who is responsible for the problem. Rather, the focus should be on how all stakeholders can contribute to solving it.

Security remains the constitutional responsibility of government, but protecting communities requires collective participation. Traditional rulers, religious leaders, youth organisations, farmers’ associations, transport unions and civil society groups all have important roles to play in building safer communities.

Modern security challenges cannot be defeated through force alone.

Banditry thrives because it operates through sophisticated networks involving recruiters, financiers, informants, negotiators, arms suppliers and logistics providers. These networks often remain hidden from conventional security operations.

The most effective weapon against such criminal structures is intelligence.

Northern Nigeria requires a more robust intelligence-sharing mechanism that allows relevant information to move quickly between security agencies and across jurisdictions.

Information concerning the movement of criminal groups, arms trafficking routes, financial transactions and recruitment networks should be analysed and shared promptly among relevant authorities.

The Nigeria Police Force, Nigerian Army, Department of State Services, Nigeria Security and Civil Defence Corps, Nigeria Immigration Service and other security institutions possess different strengths and capabilities. Their effectiveness can increase significantly through enhanced collaboration and intelligence fusion.

The objective is not to create another layer of bureaucracy but to ensure that actionable intelligence reaches the appropriate authorities before attacks occur.

Border security must also remain a critical component of any comprehensive security strategy for Northern Nigeria.

Nigeria shares extensive land borders with several neighbouring countries. These borders facilitate legitimate trade, cultural exchanges and economic activities. However, they can also provide opportunities for the movement of illegal arms, criminal elements and transnational organised crime groups.

The Nigeria Immigration Service therefore occupies a strategic position in the broader security architecture.

Through enhanced border surveillance, intelligence gathering, proper documentation procedures and collaboration with sister agencies, the Immigration Service can contribute significantly to reducing cross-border criminal activities.

The solution lies not in excessive militarisation but in smart border management that combines technology, intelligence, trained personnel and community engagement.

Effective border governance will strengthen national security while preserving legitimate economic activities essential to regional development.

Northern Nigeria also possesses a unique advantage that many societies lack: strong traditional institutions with deep roots in local communities.

Traditional rulers often possess extensive knowledge of their communities, including social relationships, historical dynamics and local security concerns.

This makes them valuable partners in early warning systems, conflict prevention and community mobilisation.

However, traditional institutions should not function as substitute security agencies. Their involvement must remain within clearly defined legal and administrative frameworks.

When effectively integrated into security planning, traditional rulers can help bridge the gap between formal institutions and local communities, creating stronger channels for information sharing and community participation.

A partnership built on mutual respect and clearly defined responsibilities can significantly enhance grassroots security efforts.

Any long-term security strategy that ignores the challenges facing young people is unlikely to succeed.

Many criminal groups exploit social and economic vulnerabilities to recruit new members. Unemployment, poverty, inadequate education, substance abuse and limited economic opportunities create conditions that criminal networks can manipulate.

This reality does not excuse criminal behaviour. Individuals remain responsible for their actions.

However, sustainable security requires addressing the factors that make criminal recruitment possible.

Governments at all levels must invest aggressively in vocational education, agricultural development, entrepreneurship programmes, digital skills acquisition and job creation initiatives.

The most effective security strategy combines law enforcement with economic empowerment.

Every young person provided with meaningful opportunities represents one less potential recruit for criminal organisations.

Political leaders must also recognise that insecurity is not a partisan issue.

Banditry threatens citizens regardless of political affiliation. Communities do not become safer because a particular party wins an election. Criminals do not suspend operations during political campaigns.

The responsibility of leadership therefore extends beyond political competition.

Governors, legislators, ministers and political stakeholders should work together to develop bipartisan security frameworks capable of surviving electoral cycles.

Security policies should not be abandoned simply because they originated under a different administration. Effective initiatives should be strengthened and improved irrespective of political considerations.

The safety of citizens must remain more important than partisan advantage.

A practical and sustainable security framework for Northern Nigeria should be built around several priorities: systematic intelligence sharing among relevant institutions; coordinated security operations across state boundaries within constitutional and legal provisions; enhanced surveillance along vulnerable border corridors; community-based early-warning mechanisms; protection of farmers and rural communities; disruption of criminal financing and arms-trafficking networks; greater use of appropriate technology; improved welfare, equipment and training for security personnel; lawful rehabilitation for eligible individuals who genuinely abandon criminality; and sustained investment in education, employment, agriculture and economic development.

No single institution can defeat insecurity alone.

The complexity of contemporary security threats demands cooperation among all relevant agencies.

Institutional rivalry often undermines operational effectiveness and creates unnecessary duplication of effort. Criminal groups benefit whenever security institutions fail to cooperate effectively.

Joint training programmes, integrated communication systems, coordinated operational planning and regular inter-agency exercises should become standard practice.

The success of one security agency should be viewed as a victory for the entire national security system.

National security is strengthened when institutions work together rather than compete for recognition.

Public trust remains one of the most important elements of effective security management.

Citizens are often the first to observe suspicious activities, unusual movements and emerging threats within their communities. However, intelligence gathering can only succeed when citizens trust security institutions enough to share information.

Authorities must therefore demonstrate professionalism, accountability and respect for human rights.

Information provided by citizens should be handled responsibly and confidentially. Security operations must remain lawful and targeted at criminal elements rather than innocent populations.

The fight against insecurity must never become a justification for violating the rights of law-abiding citizens.

A state that is firm against criminals and fair to its citizens is more likely to earn public cooperation.

Perhaps the most dangerous consequence of prolonged insecurity is the gradual acceptance of abnormal conditions as normal.

When kidnapping becomes routine, society loses more than physical security. It loses confidence, hope and ambition.

When parents fear sending their children to school, when farmers avoid their farms and when businesses relocate because of insecurity, the social and economic fabric of society begins to deteriorate.

Northern Nigeria must reject this dangerous normalisation.

The region possesses immense human capital, rich cultural heritage, vast agricultural resources and significant economic potential. These strengths should not be overshadowed by criminality.

The future of the North must not be defined by fear.

Dan Arewa must therefore become more than a cultural identity or political slogan. It should represent a collective commitment to security, unity, development and responsible citizenship.

The North must unite—not against any ethnic group, religion or region—but against insecurity, poverty, criminality and underdevelopment.

The choice before Northern Nigeria is clear: continue along the path of division and fragmented responses, or embrace cooperation and collective action.

History has shown that no society can prosper in an atmosphere of fear. The future of the North depends on the decisions made today.

The time for blame has passed.

The time for unity, coordination and decisive action has arrived.

By ACI (Rtd) Abdullah Adam Cory Garba, MNIM For more than a decade, Northern Nigeria has remained
