While many have acknowledged the urgent need for decentralized policing, concerns about potential abuse, political interference, and misuse of power have often overshadowed the conversation. The result has been a prolonged hesitation driven largely by fear of what might happen rather than by a determination to address what is already happening.
Yet, history teaches that no meaningful reform is achieved without confronting uncertainty. Nations progress when leaders possess the courage to challenge old assumptions and embrace innovative solutions to persistent problems. The creation of state police represents one of those moments when Nigeria must decide whether fear should dictate policy or whether practical realities should guide national action.
President Bola Ahmed Tinubu’s willingness to support discussions on state policing reflects an understanding that the country’s security challenges have evolved beyond the capacity of a heavily centralized policing structure. It is a recognition that the existing framework, despite the dedication of personnel, is struggling under the weight of increasing demands.
Nigeria’s vast geographical size, growing population, and diverse security threats require a more localized approach to law enforcement. Communities facing kidnapping, banditry, communal conflicts, and other criminal activities often need immediate responses that can only be effectively delivered by security institutions with deep local knowledge and presence.
The fear that state police could be manipulated by state governments is not without basis. However, the possibility of abuse should not become an excuse for rejecting reform altogether. Every institution carries the risk of misuse, yet societies address such risks through safeguards, oversight mechanisms, and accountability measures rather than abandoning the institutions themselves.
Democracy thrives on checks and balances. If concerns exist about political interference, constitutional protections, independent oversight bodies, judicial review, and clear operational guidelines can be established to ensure that state police operate within the bounds of the law.
Those who oppose state police often focus on hypothetical dangers while overlooking existing security deficiencies. The fear of what may happen tomorrow should not blind the nation to the challenges occurring today. Communities across the country continue to bear the burden of insecurity, often waiting for responses from distant command structures that may be overstretched.
One of the greatest strengths of state police lies in their familiarity with local environments. Officers recruited from within states are more likely to understand local languages, customs, terrain, and social dynamics. Such knowledge is invaluable in intelligence gathering, crime prevention, and community engagement.
Many successful federations around the world operate decentralized policing systems. Their experiences demonstrate that local policing structures, when properly regulated, can coexist effectively with federal security institutions. Nigeria can draw lessons from these models while developing solutions tailored to its unique realities.
The conversation about state police should therefore move beyond emotion and political suspicion. It should be grounded in evidence, practical needs, and a genuine commitment to improving public safety. Security policy must be driven by what works rather than by what is merely familiar.
President Tinubu’s approach to this issue reflects the kind of leadership that recognizes the difference between caution and paralysis. Caution encourages careful planning, while paralysis prevents action altogether. The challenge before Nigeria is to ensure that caution does not become an obstacle to necessary reform.
Reforming a nation’s security architecture is never easy. It involves difficult decisions, competing interests, and legitimate concerns. However, leadership is ultimately measured by the ability to confront difficult realities rather than avoid them.
The demand for state police did not emerge overnight. It is the product of years of discussion by security experts, traditional rulers, community leaders, governors, and policy analysts who have repeatedly highlighted the limitations of a one-size-fits-all approach to policing a complex federation.
The future of Nigerian security may depend on the nation’s willingness to embrace innovative solutions while strengthening accountability. State police should not be viewed as a replacement for federal policing but as a complementary structure capable of enhancing overall national security.
Fear has its place in public policy. It encourages vigilance and careful consideration of consequences. But fear should never become the sole basis for rejecting potentially beneficial reforms. Progress demands the courage to confront uncertainty and the wisdom to manage risks responsibly.
If Nigeria allows fear of the unknown to permanently derail the dream of state police, it may miss an opportunity to strengthen community safety, improve intelligence gathering, and bring law enforcement closer to the people. Such an opportunity deserves thoughtful consideration rather than outright dismissal.
As the national conversation continues, President Tinubu’s willingness to challenge long-standing apprehensions may ultimately be remembered as an important step toward reimagining Nigeria’s security future. The question before the nation is not whether risks exist, but whether the country possesses the courage, vision, and safeguards necessary to transform a bold idea into a practical reality.<\/p>\n\n\n\n
By Isiaka Mustapha, Editor-in-Chief, People’s Security Monitor<\/p>\n","protected":false},"excerpt":{"rendered":"
For decades, the debate over the creation of state police has occupied a prominent place in Nigeria’s national discourse.
