The Department of State Services (DSS) has firmly opposed proposals allowing foreign entities to finance Nigeria\u2019s security operations, warning that such arrangements could compromise national sovereignty, operational confidentiality, and institutional independence.
The agency stated its position during a public hearing organised by the House of Representatives Committee on National Security and Intelligence in Abuja. The hearing focused on two proposed bills seeking to establish a DSS Security Trust Fund and a Strategic Intelligence Management Institute.
Representing the DSS, Emmanuel Daubry expressed support for the proposed Security Trust Fund, describing it as a viable mechanism for ensuring sustainable funding for intelligence gathering, counterterrorism operations, personnel development, and the acquisition of modern security equipment.
According to him, the fund would also guarantee the swift deployment of resources during emergencies, including terrorist attacks, civil disturbances, and other national security threats.
While endorsing the bill in principle, the DSS called for clearer provisions regarding funding sources and recommended adjustments to the composition of the proposed governing board.
The agency, however, strongly rejected the inclusion of foreign contributions to the trust fund, arguing that external financing could create obligations capable of exposing sensitive intelligence activities, procurement processes, and operational strategies.
Daubry cautioned that foreign donors might seek to influence Nigeria\u2019s security priorities in ways that do not align with the country\u2019s unique challenges, including insurgency, banditry, kidnapping, and other internal security threats.
On the proposed Strategic Intelligence Management Institute, the DSS warned that some of its functions could duplicate the responsibilities of existing institutions.
To avoid overlaps, the agency recommended limiting the institute\u2019s mandate to external intelligence, foreign intelligence operations, and international intelligence cooperation.
The DSS also proposed amendments to key sections of the bill and urged lawmakers to revise the explanatory memorandum to reflect its recommendations and concerns.<\/p>\n","protected":false},"excerpt":{"rendered":"
