While advocates argue that rehabilitation and reintegration are essential components of lasting peace, many Nigerians continue to question the morality, fairness, and long term implications of granting benefits and opportunities to individuals who once took up arms against the state and inflicted immense suffering on innocent citizens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For more than a decade, communities across the North East endured unimaginable horrors at the hands of insurgent groups. Thousands of lives were lost, villages were razed, schools were destroyed, and millions of citizens were displaced from their ancestral homes. Families were torn apart, livelihoods vanished, and entire communities were left traumatised by years of violence and uncertainty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, many of those affected by insurgency remain in internally displaced persons camps or struggle to rebuild their lives with little support. Widows continue to raise children alone. Orphans face uncertain futures. Farmers who lost their lands and businesses destroyed by conflict are still searching for ways to regain economic stability. For these victims, recovery remains a daily challenge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Against this backdrop, government sponsored reintegration programmes for former insurgents have generated widespread public concern. Many citizens find it difficult to understand why individuals who participated in acts of violence appear to receive vocational training, financial assistance, counselling, and other forms of support, while victims often receive far less attention and assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The central question is not whether peace is desirable. Every nation seeks peace and stability. Rather, the concern is whether a peace process that appears to prioritise former perpetrators over victims can truly be regarded as just and sustainable. Peace built on perceived injustice may struggle to gain public acceptance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Critics argue that reintegration initiatives risk sending the wrong message to society. They fear that rewarding those who once embraced violence could undermine the principle of accountability. Young people observing the process may question whether crime and violence ultimately carry meaningful consequences if perpetrators are eventually welcomed back with benefits and opportunities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is also the issue of trust. Communities that suffered attacks often harbour deep fears and painful memories. Asking survivors to accept the return of former insurgents without adequate consultation, reconciliation, or guarantees of accountability can create tension and resentment. Genuine reconciliation cannot be imposed; it must be earned through truth, justice, and community engagement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another concern relates to transparency. Many Nigerians remain uncertain about the criteria used to determine who qualifies for reintegration programmes and the extent of benefits provided. The absence of clear public communication fuels suspicion and contributes to the perception that the interests of victims are being neglected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Supporters of reintegration maintain that not all individuals associated with insurgent groups played identical roles. Some may have been coerced into joining, while others surrendered voluntarily and renounced violence. They argue that rehabilitation programmes can help prevent future radicalisation and reduce the likelihood of renewed conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While this argument has merit, it does not diminish the obligation of government to place victims at the centre of any post conflict strategy. A society that neglects those who suffered the consequences of terrorism risks creating a new cycle of grievances and disillusionment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The success of any reintegration programme ultimately depends on balance. Rehabilitation of former insurgents should not occur in isolation from justice, accountability, and victim support. Communities devastated by violence deserve visible evidence that their sacrifices and suffering have not been forgotten.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Governments must therefore invest substantially in rebuilding destroyed communities, compensating victims where possible, restoring public infrastructure, expanding access to education and healthcare, and creating economic opportunities for affected populations. Such measures would demonstrate that the welfare of victims remains a national priority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, community leaders, security experts, religious institutions, and civil society organisations should play active roles in evaluating and monitoring reintegration efforts. Public confidence can only be achieved when citizens believe that security considerations, justice, and community interests are being adequately protected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As Nigeria continues its search for lasting peace, policymakers must recognise that reconciliation cannot be achieved merely by rehabilitating former insurgents. True peace requires justice, accountability, and meaningful support for victims.
