{"id":19333,"date":"2025-12-14T07:06:04","date_gmt":"2025-12-14T07:06:04","guid":{"rendered":"https:\/\/psmnigeria.org\/?p=19333"},"modified":"2025-12-14T07:10:18","modified_gmt":"2025-12-14T07:10:18","slug":"institutional-renewal-for-the-fire-service-a-blueprint-for-effective-emergency-response","status":"publish","type":"post","link":"https:\/\/psmnigeria.org\/?p=19333","title":{"rendered":"Institutional Renewal for the Fire Service: A Blueprint for Effective Emergency Response"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><em>Text of the Speech Delivered by the Controller-General of the Federal Fire Service,<br>CGF Samuel Adeyemi Olumode,<br>at the 2025 Annual People\u2019s Security Monitor Security Summit and Recognition Awards<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Held on Wednesday, 10 December 2025,<br>at the Nigerian National Merit Award House,<br>Maitama, Abuja.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Distinguished ladies and gentlemen esteemed colleagues security<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">practitioners and partners in national development it is a great<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">honour for me to stand before this distinguished gathering at the 2025<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Peoples Security Monitor Security Summit and Recognition Awards. I<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">commend the organisers for sustaining this important platform for<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">national dialogue on safety security and institutional development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The theme of my keynote Institutional Renewal for Fire Service A<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blueprint for Effective Response is both timely and essential. As<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">nations evolve so must their emergency response systems particularly<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">fire and rescue services which are at the heart of public safety and<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">national resilience.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fire disasters remain one of the most underestimated threats to human<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">lives and economic stability in Nigeria. Our collective ability to<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">prevent respond to and mitigate fire incidents is therefore a measure<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">of our nations preparedness for modern challenges. Institutional<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">renewal is not an abstract idea it refers to deliberate reforms across<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">structures operations technology and organisational culture all aimed<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">at repositioning the Fire Service to meet global standards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Across the world fire services have embraced digital technology<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">advanced training predictive risk mapping and rapid deployment<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">systems. Nigeria must also align with these trends to ensure that our<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">response is not only timely but effective and efficient.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A core pillar of institutional renewal is the modernisation of<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">equipment. Firefighting today relies heavily on modern tools including<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">advanced appliances drones thermal imagers fire retardant gear and<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">specialised rescue equipment. We are committed to upgrading our fleet<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">and improving operational readiness across all commands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another important pillar is capacity building. Training must reflect<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">current realities. We are expanding specialised courses in<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">firefighting urban search and rescue and fire investigation all in<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">line with international best practices. To support this level of<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">training and knowledge expansion the Nigeria Fire Academy is being<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">revitalised to become a regional centre of excellence for fire and<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">rescue development in West Africa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Institutional renewal also requires restructuring of operational<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">systems. We are strengthening zonal and state commands improving<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">reporting systems and establishing rapid response units capable of<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">deploying within minutes when emergencies arise. In addition we are<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">adopting data driven approaches to decision making through improved<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">fire statistics collection incident documentation and risk analysis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Accurate data will greatly enhance our ability to predict fire trends<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">and prevent avoidable losses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Enhancing interagency collaboration remains a priority. Fire<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">emergencies often require cooperation with the police civil defence<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">disaster management agencies and emergency medical responders. We are<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">strengthening these partnerships to improve the speed coordination and<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">efficiency of response operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Community engagement is equally central to the success of any fire<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">service. Public education remains one of the strongest tools for<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">prevention. Every year billions of naira in property livelihoods and<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">productivity are lost to preventable fires. Nigerians must understand<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">that fire is not just a safety risk it is a major economic threat. We<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">will intensify awareness campaigns across markets schools residential<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">estates and industrial areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I therefore appeal to Nigerians to cooperate more with the Federal<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fire Service by adhering to safety guidelines installing basic fire<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">equipment at home and work and reporting emergencies promptly. Fire<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">safety is a collective responsibility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As we pursue institutional renewal we are placing strong emphasis on<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">staff welfare. A motivated workforce is essential for effective<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">response. We are improving training opportunities insurance coverage<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">career progression pathways and working conditions for firefighters<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">nationwide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another critical component of renewal is the expansion of fire<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">stations across the country. Many communities remain underserved. Our<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">blueprint includes establishing new fire stations and strengthening<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">existing ones to reduce response time and improve national coverage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Modern firefighting is closely connected to environmental management.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We are integrating climate related risks such as heatwaves droughts<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">and wildfires into our national preparedness strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The private sector also has a significant role to play in fire safety.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We are strengthening regulations for industrial compliance enhancing<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">fire certification procedures and encouraging private partnerships for<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">equipment acquisition and training.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Innovation remains an essential pillar. Young officers are being<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">encouraged to develop digital tools early warning systems and other<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">creative solutions that will shape the Fire Service of the future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As Controller General I have outlined a Five Point Revitalisation<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Agenda that focuses on modern equipment advanced training operational<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">restructuring community engagement and staff welfare. This agenda will<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">guide our transformation efforts in the years ahead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I am pleased to note that these reforms align strongly with the<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Renewed Hope Agenda of President Bola Ahmed Tinubu. His commitment to<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">strengthening emergency response institutions has given life to many<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">of the reforms now taking shape within the Fire Service. Under his<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">leadership we have witnessed improved funding renewed attention to<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">infrastructure and unprecedented support for long overdue<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">transformation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I also extend profound appreciation to the Honourable Minister of<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Interior for his consistent guidance policy direction and support. His<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">commitment to the growth of the Fire Service has been pivotal to the<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">progress we are making.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As we look toward the future our goal remains clear to build a modern<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">proactive well equipped and globally competitive Fire Service that<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nigerians can trust and rely on in every emergency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Together as government institutions communities and citizens we can<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">build a nation where fire no longer steals lives destroys property or<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">undermines economic
